I took some quick pics for a builder today, while I was trying to help him with a board power problem.
The pictures may come in handy for other builders, especially those new to the madness of the PC building world!
The tests were done with a freestanding ROSEWILL 400 watt PSU. The reason that it is freestanding and has been sitting on the shelf for three years, is because the 12v rail reads 10.76v when it is plugged into a system!
It's a piece of crap, but it was good for this presentation. It also happened to be the first one that I grabbed.
If you don't feel confident enough to perform these tests, then don't do it.

To test 3.3v rails, use the ORANGE wires.
Good luck!
