well if it happens with all those devices then i'd assume it's the only thing they have in common that's the problem. ie. the router/modem or a cable problem. any works near your home that might of damaged the cable?

try a different router and get onto your isp and get them to run some tests too.

Router and modem should be safe. I am going to try wired straight from modem to help take the router out of that but I feel like it has to be some throttling done by time warner. Just gotta get in touch with them but I need the info from our account from my mom first. Rarely see her with our schedules I might as well email her lol

Anyone else get this though?

I know a guy that works in the business, and most cable companies hae outright oversold their capabilities. they've apparently started to throttle connections to certain services.

Another possibility, and a little less nefarious. How many of your neighbors use the same ISP? they could all just be netflixing, which was just recently crowned the new largest user of available internet bandwidth worldwide, and that would probbaly affect your connection.

Uverse 18mbps here, and never a single problem with youtube or netflix. 1080HD

I have the same problem, pay for 25mbps, and during peak hours barely get 5, and youtube is basically un-watchable during most of the day unless it is late at night, maybe timewarner has a bad connection to google's servers, which may be more of an issue, I am in NY state and have these problems
